Martyn's Law Consultation
Security Industry Authority is consulting on its role as the regulator of the Terrorism (Protection of Premises) Act and hosting a number of websites.
Security Industry Authority (SIA) is the regulator for the Terrorism (Protection of Premises) Act known as Martyn’s Law, which is expected to come into force in spring 2027.
Martyn’s Law is named after Martyn Hett, who was one of 22 people killed in the Manchester Arena terrorist attack. It aims to keep people safe by ensuring that publicly accessible premises and events are better prepared for, and protected in the event of a terrorist attack. It also requires certain larger premises to take appropriate steps to reduce their vulnerability to a potential terrorist attack. Martyn’s Law applies to events or premises which host 200 people or more.
The Security Industry Authority is inviting all those expected to be within scope of Martyn’s Law - the Terrorism (Protection of Premises) Act 2025 - or with an interest in it to review and comment on the SIA’s draft guidance.
The guidance explains how the SIA plans to carry out its role as the regulator.
To support this consultation on the draft guidance, the SIA is hosting a series of webinars to talk through the draft and share the key questions it would like your views on.
This consultation is an important opportunity for organisations to understand how the SIA intends to regulate when Martyn’s Law comes into force – expected to be in spring 2027.

Theatres Trust hosted a webinar about Martyn's Law in July 2025, which you may also find useful.
